Maybe some people think English is very difficult to learn, but some people don't think so. I think that depend on one's endeavor and potential.

To start everything, the the first step is always difficult. If you can spend more time and practise more, your English can be improved faster and you will find it's easier as you build up its foundation.

I think it depends on how high the level you wish to reach. If you just want to express your meanings in simple ways, it's easy. But if you want to learn some espertise about it, that will be difficult. In fact, you have to admit that some people are gifted in learning languages. But it doesn't mean that the other people are not capable of learning languages. Only if you spend more time on practising can your English improve to a level which is sufficient to express your meanings.
